    Hauptaufgaben

    Serves as Management Analyst in the Headquarters of a military command with responsibility for working independently, or as a team member, developing, analyzing, evaluating, advising on, or improving the effectiveness of manpower management for the command.

    Performs manpower review and analysis in the context of missions, organizations, functions, work processes, methods, procedures, and other related criteria.

    Conducts studies of Manpower Staffing Standard Systems (MS-3), interim Schedule X's, manpower requirements, and manpower utilization of organizational segments or units with related functions.

    Studies usually include identification, initiation, development, and recommendations concerning efficiency of manpower utilization, methods and techniques, and improvement in command plans relating to manpower resources.

    Interprets findings for studies having significant impacts and develops constructive recommendations for solving management problems.

    Conducts various surveys, including local manpower survey, on-site appraisal, organizational structure study, and command inspection on either an independent basis or as a team member.

    Participates in higher headquarters manpower surveys as required.

    Interviews operating and supervisory personnel to obtain information concerning organizational, functional and procedural phases of units being surveyed, working with operating officials or management personnel, observing work operations, measuring work performance and estimating workload.

    Develops, reviews and monitors manpower documents to include Schedule X's, Concept Plans, Table of Distribution and Allowances (TDA), Mobilization Table of Distribution and Allowances (MOB TDA) and Modification Table of Organization and Equipment (MTOE).

    Reviews Manpower Requirements Changes (MRC) submitted by units for change in currently established manpower requirements to meet local conditions or circumstances.

    Develops or reviews concept plans for activation, deactivation, organization and major reorganization with related functions to ensure the adequacy of the present factors and conformance with pertinent policies and directives and to achieve increased effectiveness and efficiency or economy of operations.

    Reviews MTOE/TDA, MOB TDA personnel and equipment change requests, including commercial equipment.

    Evaluates and validates justification for compliance with established regulations, directives, and criteria (e.g., Quantity, Grade, MOS, Title, MDEP, AMS Code, and BOIP).

    Reviews change to base TOE and exception to MTOE standardization for approval of HQDA.

    Provides the full range of management advisory services on all aspects of manpower management program to operating and staff officials within the command.

    Analyzes, evaluates, determines, and recommends the necessary action to resolve management problems or to improve efficiency and economy of operations.

    Assists units and/or activities in preparation of necessary manpower documents advising and instructing them in requirement determination techniques and HQDA manpower management policy.

    Performs other duties as assigned.
